Analysis, Design and Management of Information Systems
Artur Khalatyan did some consulting for donor funded international development projects. His first assignment was about a privatization support project, with the overall goal of creating a legislative and institutional foundation. The project promoted conditional privatization with obligatory post privatization investments. The intention was to improve the understanding the public had about privatization,understanding that was damaged after the voucher privatization in the early and mid 1990s.
His military duties put a two-year hold on his carrier. Artur Khalatyan served in the Marz of Vayots Dzor defending the Armenian borders with Nakhijevan.
His military service completed, he returned to consulting and worked for four years in the sector of Energy improvement. One of the major goals of the project he led was to increase public participation in the decision-making. His work required a great deal of stakeholder management and improved communications among all parties. It is this project’s accomplishment that shows how the energy regulator holds real PUBLIC sessions on, for example, tariff increase or new rules for the usage of gas.
In 2007, he left the Energy sector for the financial one, in order to broaden and deepen his work as a consultant in marketing and communications. He soon identified an important lack of competence in the way Financial Businesses and Institutions select and use the technology needed to their field. This led to his decision to gain expertise in the area of Information Systems Management. In 2008 he was admitted at the London School of Economics and Political Science to do a Masters degree in MIS.
After graduation, Artur Khalatyan plans to bring his knowledge and experience to companies in his country,Armenia where he lives with his wife Anahit and daughter Nané.

In November 2002 I started working in the President’s Administration as Executive Assistant to the Chief Economic Adviser to the President of Armenia. At the same time I worked as an English language instructor at Yerevan State Linguistic University after Brusov. Upon my return, I was admitted to the Russian-Armenian State (Slavonic) University. I majored in Law. After the first year of studies, I realized that Law was not my calling and decided to pursue a degree abroad in a different field. I was admitted to the University of Malta and within 3 years received my BA degree in International Relations. I was the only female student in my class to graduate with excellence. The summer and fall of 2004 I volunteered at an International Institute of St. Louis in US helping Afghan refugee children adapt to the US lifestyle and keep up with school. I then decided to continue my education and pursued an MA degree; I commenced my course in Diplomatic Studies the winter semester of 2005 at the Diplomatic Academy of London, University of Westminster. The University awarded me with a Full International Scholarship. I graduated the course with excellence and completed a dissertation titled “From Spouse to Ambassador: Gender as an Emerging Factor in Diplomacy”.
In winter of 2006 I began an internship at Chatham House (Royal Institute of International Affairs, UK) working and researching in the department of Russia and Central Asia. After completing my internship, I returned to Armenia and was employed by the UNDP working on a sustainable development project. Upon the completion of the project I was invited to conduct research at the German Council for Foreign Relations (DGAP) in Berlin. The next year I spent doing research in different research institutions and organizations including Hudson Institute, ICHD, DNAK, Eurasia Foundation, and AIPRG. As of summer 2008 I have been working as a Research Analyst at the ISIS Center, in Georgetown University.
In fall of 2009 I will commence a PhD program at the Department of Politics and International Relations in Cambridge University. My prospective thesis is on the topic of Armenia’s Foreign Policy.

I was born in Gyumri, in 1987. My childhood passed through a hard time for Armenia and for Gyumri in particular. The local school I attended was located in a small lodge, which was heated by an oil-stove in winters. The last four years of my high-school I spent in the college “Photon”. During those years I participated in numerous Olympiads in mathematics, physics and informatics and won numerous awards. During the last year of high-school – in 2003, I participated in the International Olympiad in Informatics in USA and in the International Mathematical Olympiad in Japan as a member of Armenian national team. I won a bronze medal in Japan, which is the most valuable award I have received as a high-school student
In 2003 I entered the faculty of Informatics and Applied Mathematics at Yerevan State University. I kept participating in programming contests both local and international. As a member of a team, I have reached to the semi-final stage in ACM International Computer Programming Contest five times, though could never break tradition of stopping at semi-final stage. In 2007 at the annal meeting, I was recognized as the best student of my department. At YSU I become interested in mathematical logic and the foundations of mathematics and this lead me the choice of the program presented above.

I love spending my evenings dancing and partying, socializing with people. I enjoy a lot going to ballets and dance performances, theatre plays and humor nights.
Sports are very important for me too, I play tennis and table tennis once in a while, like also jogging as a regular way of staying fit.

I have always studied excellently wherever I have studied, and I have always been an active student. I have a Bachelor’s Degree of Philology and Pedagogy, field: English Language. Upon the completion of my BA in 2006, I got an Honour Diploma “The best alumnus of the profession ‘The English Language’” from the Ministry of Education and Science of the Republic of Armenia and the International Academy of Education (Armenia). I also participated in a very serious completion, and I was selected to study at the University of Missouri-Kansas City, USA, during the 2004-2005 academic year. The program was funded by the Bureau of Educational and Cultural Affairs of the US Department of State, and it was administrated by IREX (International Research and Exchanges Board).
My field of study at the University of Missouri-Kansas City was Education. I studied excellently at the target University and had the highest possible GPA of 4.0. I was also selected for the Dean’s List and included in the top 10% of the class in the School of Education for the 2004 Fall Semester, as well as named one of the top students at the University of Missouri-Kansas City and the School of Education of UMKC. In the USA, I also taught English to ESL (English as a Second Language) students at Applied Language Institute at the University of Missouri-Kansas City. After the completion of my study program in the USA, I received a Certificate for the successful completion of the 2004 Eurasian Undergraduate Exchange Program from the United States Department of State.
In November 2008, I graduated with a Master of Arts Degree in Teaching English as a Foreign Language (TEFL) from the American University of Armenia (affiliated to the University of California), and I was selected as the Best Student of my Department of English Programs at AUA.
Currently, I am selected as a Member of the Commission of the Issues of Science, Education, Culture, and Sports and its Committee of the Issues of Science and Education of the Armenian Public Council.
I have done a lot of research and written many research and reflection papers on such topics as “What is It Foreign Language Teaching?”; “The ‘L’ in SLA”, “The ‘S’ in SLA”, “The Communicative Approach”, “Suggestopedia”, “Intercultural Learning through Foreign Language Education”, “The Demise of the ‘Best Method”’, “English Language Teaching in the “Post-Method” Era”, “Language Learning Styles and Strategies”, “Project Work: A Means to Promote Language and Context”, etc., and I have also done classroom observations in different EFL (English as a Foreign Language) settings in Armenia.
I enjoy learning and I enjoy teaching. I teach English. I like philosophical statements, and I like to make my own ones. I like different cultural phenomena, such as art, especially abstract art and impressionism, and music, especially classical music and any other kind of music which is really qualitative.
I write poems in different languages. My first book of poems written in English titled “In My Dreams, In My Heart” was published in 2005. Now I am working on my second book of poems and on a novel. I enjoy writing, and I consider it to be a great ability given to me by God. It’s a unique world where truth and imagination go hand in hand and create unbelievable ideas and mental pictures. I hope to become a very famous writer.
According to specialists both in Armenia and in the USA, I also have artistic capabilities, and I hope to use them on a professional level in the future. I have taken an Acting Class in the USA.
I am also very interested in design and clothes-making. I have a Diploma from the National Federation of Image-Makers (Russia) as the winner of the nomination “Fantasy” for my clothes collection “Time in Colours.” It was a competition of young designers and clothes-makers.
When light was born so long ago,
And thoughts were new and true,
It was decided to create a stable bridge

I am an alumnus of Artsakh State University, where I got my Bachelor’s Degree in Romance and Germanic Languages (English and German, 1995-1999) and my Master’s Degree in English Philology (1999-2001). I graduated from my University with Diploma of Honor. My research paper was devoted to the Peculiarities of Recording Diplomatic Documents in English, through which I revealed more of the diplomatic, and international relations that are maintained and interacted via global issues and concerns that the countries face.
The English language has enabled me to gain an experience of being an English translator/ interpreter/ Programme Manager/ Field Coordinator Assistant with over 9 years of experience in quite a number of non-profit international and relief organizations (namely OSCE, WHO, MSF-B/USAID-grant NGOs, Family Care/ USAID-grant NGOs, Tufenkyan Charitable Foundation, NRC) as well as a University English Lecturer.
My experience in working in the international organizations has given me a great chance to draw and accumulate lessons from different cultures, experiences and challenges to develop self-knowledge and insight.
In 2009 I entered Oxford University, Diplomatic Studies, Foreign Services Programme. I am very much keen to explore more of opportunities for intellectual challenge of enhancing and deepening the academic skills in Diplomatic Studies.
