About the Program

In today's global economy, dynamic start-up companies are key to driving economic growth in emerging markets. In this context, what helps technology companies grow is their intellectual property (IP) and ability to secure funding. Yet, many entrepreneurs are unprepared to deal with the legal and financial complexities involved.

Irava-Tech is the first law and technology conference within the Develop Armenia Together (DAT) Program of the Luys Foundation, featuring seminars and interactive workshops to empower entrepreneurs to maximize the value of their ideas and help stimulate the Armenian economy.

This two-day conference will also educate entrepreneurs on the fundamentals of the compliance process, issues of data protection, leveraging tax incentives for tech companies, and finding efficient sources of funding.

Ashot Arzumanyan

Ashot Arzumanyan is partner at smartgate.vc - seed VC focusing on Cybersecurity, AI and "internet of things" (IoT) (incorporation in progress). He was part of the team of the first Armenian early stage VC Granatus Ventures during 2013 (foundation) - 2016.
Ashot has extensive experience in mentorship, investment advisory and deal structuring for high-tech, food processing and pharmaceutical companies, as well as consulting on finance, strategy, performance management, business valuation and sectorial research in CIS and Middle East. Ashot holds PhD degree in Economics from the Yerevan State University

Adelaida Baghdasaryan

Adelaida Baghdasaryan is the Chair of the LL.M. Program at the American University of Armenia, where she has been teaching since 2010. She also holds the position of the PicsArt LLC Legal Counsel. Professor Baghdasaryan’s work experience has spanned a variety of public and private sector positions focused on rule of law as well as economic and business issues. Among those positions have been as Contracts Manager at National Instruments, Legal Consultant with the ARMADEL Consulting Law Office, providing counsel on international business (2009 to 2015); U.S. Embassy in Yerevan, Political-Economic Section, focused on corruption, foreign assistance programs, and rule of law (2006 to 2014); Center for Agribusiness and Rural Development/USDA, focusing on political and economic processes and policy impacting the agricultural sector in Armenia (2005-07). Professor Baghdasaryan’s impactful work has earned her a number of awards, including the U.S. Embassy Honor Award for “Exemplary performance in advancing Embassy Yerevan’s human rights and anti-corruption goals” as well as the U.S. Department of State Franklin Award. She recently became one of the first licensed mediators in Armenia to work with the courts on alternative dispute resolution in civil cases. She is a graduate of Yerevan State University (International Affairs), obtained a Master of Comparative Legal Studies from the American University of Armenia Law Department, and LLM from Harvard Law School.

Narine Beglaryan

Narine Beglaryan joined Concern-Dialog Law Firm in September 2013. She holds the position of Partner with specialization in banking law, contract law, labor law, corporate law, family law, in reimbursement-related issues, as well as in court representation of administrative and civil cases. At present, she specializes in fighting against money laundering and financing of terrorism.
In her present position Narine Beglaryan provides legal clients with legal consultancy and support related to inner processes, legal dealings, and litigation. She also undertakes advocacy issues of natural persons.
Prior to joining Concern-Dialog, Narine worked with Armentel CJSC as the legal representative of the Armentel's' department of legal support and with BTA Bank CJSC as the chief lawyer of the bank's legal office.
Narine graduated from the Moscow New Juridical Institute with the degree of certified specialist in specialization Civil Law.

Hasmik Hakobyan

Hasmik Hakobyan, Deputy Country Director for Armenia, has worked in a variety of capacities in Armenia since joining ABA ROLI in 2001. Hakobyan has been heavily involved in the creation of the Public Defender’s Office of the Chamber of Advocates, criminal law reform issues, advocacy skills training, the General Meeting of Advocates in 2005, and the qualification examination for advocates in 2006. Prior to joining ABA ROLI, Hakobyan was a member of the Collegium of Advocates of Armenia providing defense counsel in criminal and civil cases. She served for two years as a civic education program fellow, providing professional skills to students using interactive teaching methods.From 1998 to 2000, she worked with a USAID-funded land registration and titling program in Armenia. Hakobyan graduated from Yerevan State University Law Faculty and received her LL.M. from American University of Armenia.

Sarkis Knyazyan

Sarkis Knyazyan is the Managing Partner of Knyazyan & Partners (www.knyazyanlaw.com), a boutique law firm specialized in intellectual property rights. He is also the Chairman of the Board of the Intellectual Property Rights Center of Armenia (www.ipr-center.org), a Member of the Armenian Counterfeiting and Piracy Observatory, and a Member of the International Trademark Association (INTA).
In 2009, Mr. Knyazyan clerked for the United States District Court, Northern District of Illinois, Chicago, IL. Later, he served as an IPR Adviser to the Armenian Ministry of Economy (2009-2010) and the Ministry of Justice (2012-2014). From 2014 to 2016, Mr. Knyazyan worked as an IP consultant for the European Union’s and the Council of Europe’s project on "Strengthening the Independence, Professionalism and Accountability of the Justice System in Armenia”, where he was entrusted to work on amending the IP Chapter of the Armenian Civil Code.
Mr. Knyazyan has been teaching at the American University of Armenia, since 2006. He also taught at French University in Armenia, from 2013 to 2016; at Russian - Armenian (Slavonic) University in 2015, and at the School of Litigators of the Armenian Bar Association from 2013 - 2016. He has founded and managed a number of projects in Armenia, such as the "IP Moot Court Competition", "IP Summer Academy”, “I Create” business competition for young entrepreneurs, "Technology Commercialization Assistance Project", etc.
Mr. Knyazyan received his Master’s Degree (LL.M) in Intellectual Property law from the University of New Hampshire, School of Law (formerly Franklin Pierce Law). He has also completed the Haifa University’s WIPO-sponsored program on European Patent Law, in Israel, and the Licensing Academy Program on IP and Technology Transfer, at UC Davis, in the United States.

Mushegh Manukyan

Mushegh Manukyan, PhD, is recognized as one of the leading Armenian specialists in the sphere of private international law. Dr. Manukyan is a licensed attorney in Armenia (since 09/2010) and New York (since 04/2017) and practices international arbitration, mediation, and dispute resolution.
Previously he worked at VivaCell-MTS as a leading lawyer/head of formalities legal section and MobiDram CJSC (subsidiary of VivaCell-MTS) as a chief lawyer. He also worked at National Instruments, TX based high-tech company, as a regional contract manager for Emerging Markets and regional legal counsel for India, Russia & CIS, Arabia, and Africa regions. He taught private international law and alternative dispute resolution at the Armenian-Russian (Slavonic) University and American University of Armenia, where he also served as a director of RAU and AUA Mediation and Arbitration clinics. Dr. Manukyan is the founder of ADR Partners—first private firm in Armenia providing mediation and arbitration services. He played a significant role in developing mediation and arbitration policies and laws in Armenia and was the co-drafter of the mediation laws together with the Ministry of Justice. Dr. Manukyan was the first mediator in Armenia who established court-annexed mediation programs and mediated over 50 cases.
Dr. Manukyan currently serves as an International Associate with Three Crowns LLP in Washington, D.C.—one of the leading international arbitration firms in the world.
Dr. Manukyan received his BA, MA in law from Yerevan State University, Ph.D. in law from Russian State Social University (Moscow), and LL.M. from Harvard Law School. He was a fellow of The Hague Academy of International law, Dallas Bar Association, International Bar Association, International Labor Organization and more recently a Weinstein fellow with JAMS. He is author of more than 30 articles and 2 books published in Armenia, Russia, Italy, and the U.S.

Mr. Papanyan concentrates his practice on patent prosecution. He has drafted and prosecuted numerous U.S and international patent applications in large spectrum of computer-related technologies. As part of the practice, Mr. Papanyan regularly provides portfolio development advice to the firm’s highly diverse clientele that includes many of the household name Silicon Valley companies.
Before entering the practice, Mr. Papanyan worked over a decade on cutting edge technologies at Dell Inc. He was a member of advanced engineering team at the office of CTO and a member of the patent committee specializing in review of software-related applications at Dell. An avid inventor himself, Mr. Papanyan was granted numerous patents for inventions in wide range of software technologies. He was also a leader in standards related to systems management software. Mr. Papanyan was Dell’s primary representative on the Technical Committee of the Distributed Management Task Force (DMTF) standards body, and chaired the security related working group there for many years. He also authored and contributed to numerous standard specifications widely used in the industry.
Mr. Papanyan has obtained Bachelor of Science and Master of Science degrees in electrical and computer engineering from the University of Texas at Austin and Juris Doctor from the University of Houston Law Center. Mr. Papanyan is admitted to practice at the United States Patent Office and in the State of California.

Mane Sargsyan

Mané Sargsyan (1989) received her Master’s degree in Business Law (summa cum laude) from Yerevan State University in 2011.
In 2012, she obtained an LL.M from the University of California, Berkeley. She also received the Berkeley Law LL.M: Law and Economics Certificate.
In 2016 Mané received her PhD degree from the University of Zurich, specializing in Advertising, Privacy and Data Protection, addressing legal issues arising from the commercialization of personal information on the Internet under Swiss, E.U., and U.S. laws. She was a holder of a scholarship from Forschungskredit of the University of Zurich. During her doctoral program Mané was a visiting researcher at the Centre of IT & IP at KU Leuven in the scope of LERU PhD Exchange Scheme.
Mané passed the NY Bar Exam in 2016.
Since 2017 Mané works as a Legal Counsel at Nestlé S.A. (Switzerland) for IS/IT, Digital and Privacy matters.

Marine Sargsyan is a Managing Consultant at Edgeworth Economics, LLC. She joined the firm in 2013 and has been working on Intellectual Property, Copyright and Antitrust litigation cases since then. Edgeworth Economics is an economic consulting firm headquartered in Washington DC, and has offices in San Francisco and Los Angeles, California. Marine holds a Master’s de-gree in Economics from University of California, Santa Barbara.
